ISO14001认证，2015年基本建立化学品环境风险管理体系

 

近日，环保部发布了《化学品环境风险防控“十二五”规划》。规划提出到2015年，要基本建立化学品环境风险管理制度体系，大幅提升化学品环境风险管理能力，显著提高重点防控行业、重点防控企业和重点防控化学品环境风险防控水平。

规划根据环境风险来源和风险类型的不同，确定三种类型58种（类）化学品作为“十二五”期间环境风险重点防控对。在重点防控行业方面，规划确定“十二五”期间将以石油加工、炼焦及核燃料加工业，化学原料及化学制品制造业，医药制造业，化学纤维制造业，有色金属冶炼和压延加工业，纺织业等六大行业以及煤制油、煤制天然气、煤制烯烃、煤制二甲醚、煤制乙二醇等新型煤化工产业为重点防控行业。

规划还规定了重点防控区域和重点防控企业。根据规划，重点防控区域是指化学品生产使用企业数量较多、化学品生产使用量较大、地理位置生态环境较为敏感的区域，“十二五”化工行业规划重点发展的区域，风险防控基础设施和监管措施尚需进一步提高的区域，对全国化学品风险防控水平提升具有示范、带动意义的区域。

2013 年，ISO14000环境保护部将组织开展全国重点防控区域名单的确定工作；重点防控企业是指具有较大环境风险和潜在危害的生产、使用、储存和排放危险化学品的企业。ISO14000环境保护部负责组织开展全国重点防控企业名单的确定工作，各省可设立省级重点防控企业名单。

In 2013, work of the Ministry will organize environmental protection to carry out the national focus on prevention and control of regional list; the focus of prevention and control of enterprise is a greater environmental risk and potential hazards on the production, use, storage and discharge of hazardous chemicals enterprises. 对重点防控区域，规划将通过严格园区入园标准、加强环境风险基础设施建设、提高区域监管水平、健全园区性管理制度等措施，提高区域范围的风险防范和应急水平，降低环境风险； 对重点防控企业，规划将通过搬迁改造、实施ISO14000环境管理登记、开展清洁生产审核、加强监测监管、完善应急体系等措施，提高防控水平，降低环境风险。
